disabled form fields if loading + added notification if error different from 400 or error.response.data

This cascaded to quite a lot of other components,
as it was used by a few low-level components such
as the old ML tools selector. All of this was removed
as the only remaining route that used these components,
CorpusWorkflow, was disabled in !691.
