Restore the All models toggle

Unlike what the description says, this issue is not in the /models view, which cannot have this toggle since it isn't in the context of any worker. This bug only occurred when picking a ModelVersion for a WorkerRun in a process.

This was introduced by !1701 (merged) and visible since Arkindex 1.6.2-alpha1, so this is not only in preprod but on every instance.
